MINIMUM QUALIFICATIONS:
A baccalaureate degree plus one year of professional level experience in social services.
SUBSTITUTIONS:
Six years of full-time work experience in any field will substitute for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A Bachelor of Social Work degree, from a program accredited by the Council on Social Work Education, will substitute for all of the required experience.
A master's degree in social work, psychology, sociology, counseling or education will substitute for all the required experience.

FUNCTION OF WORK:
To conduct criminal investigations and pre-certification investigations involving the fraudulent procurement of public assistance through all agency administered entitlement programs and to assist in internal affairs investigations.
LEVEL OF WORK:
Experienced.
SUPERVISION RECEIVED:
Close from a Fraud Detection Supervisor or equivalent level personnel.
SUPERVISION EXERCISED:
None.
LOCATION OF WORK:
Department of Children and Family Services.
JOB DISTINCTIONS:
Differs from Fraud Investigator 2 by the presence of limited involvement in internal affairs investigations and the absence of complex criminal recipient fraud investigations.

Conducts criminal investigations involving the fraudulent procurement of monies, goods, or services through programs administered by DCFS.
Assists in investigations of agency personnel suspected of employment related criminal misconduct and violations of agency, departmental, or State Civil Service personnel policies.
Works with similar investigative units in state and federal law enforcement agencies.
Serves documentary evidence from private concerns and governmental agencies.
Deposes witnesses and interrogates suspects; secures physical evidence and handwriting specimens for analysis.
Prepares comprehensive investigative and programmatic financial loss reports for use in criminal, administrative, and disciplinary action proceedings.
Files criminal charges, serves as agency liaison, and acts as chief witness in related criminal, administrative, and disciplinary action proceedings.
Performs pre- and post-adjudication activities including, but not limited to, locating fugitives, securing restitution, executing programmatic disqualification instruments and conferring with Department of Corrections' personnel on pre-sentence and probation revocation proceedings.
Prepares detailed cost allocation statistical reports on work performed which are compiled at the state-office level and used to determine appropriate federal matching funding.
